This input timing chart is courtesty of the old Japanese site 1/60sec and it's from Virtua Fighter 4 Final Tuned. It is unknown whether or not the timing is the same in Virtua Fighter 5.
As you can see, there are two variations on the input timing, depending on when the first is pressed, and both methods are simulated in this game.
Essentially, the first is acceptable on the 15th frame, which happens to be the execution time of the Dragon Punch, and hence why this requires "hit-timing". The window for the first hit is 4 frames in total. If you press
within the first 3 frames, you need to follow the first input row. If you press
on the 4th (last) frame of the window, then you need to follow the second input row.
