Knowing the "story" behind VF characters actually make them more laughable and harder to take them seriously. A fisherman on the Australian coast, he lived in the salty tang of the tides and the hot sun. The most skillful fisherman of his village, he has an engaging personality. He was bested by only one opponent - the giant, eight-meter long, humper-eating "Satan Shark". They fought several battles, and finally met in their ultimate match. Jeffry was routed and his boat wrecked, but he somehow managed to recover as he hovered on the verge of death. He entered the World Fighting Tournament with a vow to build a new boat and do battle with the shark again. If anything, reading that makes me want to play as jeff even more.

what does a devil shark have to do with j6 or dural at all

One has to realise that there is no main character in VF.
Yes, Akira is the poster boy, but the story/ies do(es)n't centre around him.

If you watch the anime, you'll realize it kind of does.
Also at this point, no amount of CGI can make the Virtua Fighter series a mainstream game, they have to renew the game kind of like ggxx --> BlazBlue.. make things look more like tekken or dead or alive and sell it to people. Not that I'd want this change, i'd probably hate it, but this is what is needed for this series to compete sales wise with tekken and the rest.

what does a devil shark have to do with j6 or dural at all Apparently Jeff was infuriated to discover that J6 kidnapped the Devil Shark. He joins the Tournament to investigate J6, cos no one messes with his rival but him. I kid you fucking not.
