I think it's just a random NPC, not sure if he can join the crew, but yeah random fights in this game is so annoying

 

Starts 28 seconds in.. Love this scene/episode. One of Luffys' crew members gets robbed and stomped the fuck out. They find him laid out and unconscious, and then walk to the house of the people who did it and whoop their ass.. Could only find an AMV of most of the scene. Still good though.
