edit: or just interrupt him with something faster (ie. anything). That move is like Tekkens unblockables.

 

Either you interrupt it or its a minor guessing game between blocking low and evading.
For interrupting I recommend a mid move with multiple hits and some range. Maybe , + or dash
Wolf's deadly move pretty much sucks and is only shenanigan-material.
