How to create character data in the Terminal

    For some reason, even though I downloaded both Character Customization DLC when I go to the Terminal, it does not allow me to create new data for any of the characters to customize, other than for two individuals for which I had earlier downloaded their DLC (EIleen & Aoi.) Also, if I hold START (I think) I can select Alt Outfit B for a character, but I thought they each had like 5 of them. Please help!
