Kage's Jagged Tail item

where exactly does this item go on Kage's head? is it like a ponytail or something?

it's the item for Mission 29, so i'm trying to decide if it's worth getting. it's hard to tell from the pic in the Items FAQ what it is.

its a giant chain ponytail that goes down to his legs. looks cool, and a lot of kage media uses it.
