What is the number in parenthesis listed next to sabakis in the notes section? Is that the frame range where the move will actually reverse an attack. For example if it says: sabaki(8-16) HP, HE, MP, EL... What do the paranthetical numbers represent?

Yeah, that's the range of frames in which it will sabaki an attack - it's described in the 'legend' linked from the upper right of the command lists.

You have to consider advantage / disadvantage too, though - e.g:

If you block a jab, you're -2, and your opponent's 14 frame elbow will effectively be 12 frames, so the sabaki will work.

If you're major countered by a jab, you're -8, and the elbow will effectively be 6 frames, so the sabaki won't work.

8-16 means that if you've been attacked from the 8th frame to the 16th a sabaki will occur. Before that or after that you will be hit
