Yes, use the TFT (command is ++ for those who do not know), and try to get your opponent out of the ring.

Some nice RO combos are ++ then:

This thread has several useful RO combos, that are from the opponent's back to ring's edge position. Remember, "Performed on Ver.C, but works fine on Evo,too."

Take a look at the second match, between a Kage and LeiFei player, in the second round he uses the second RO combo on the list above.

Other than getting Ring Outs with Kage, I probably wouldn't rely too much on trying to get a 10 second KO with him, a RO is much easier.
