Why are there some unobtainable ranks and what are they.

This was answered before, but they are Dare-Devil rank (who is Oshu-Akira) and Pheonix rank (who is a version of Jacky named Napoleon). I think They incarnated Oshu-Akira in A.I. form with the unobtainable rank of Dare-Devil because he(or she) won the winners bracket in the tournament. Napoleon was a character created entirley by Sega because they wanted their own ultimate character.
