[Mod] Hard Arcade - arcade mode is now harder

Hi everyone! I'm starting my journey to modding VF5.

First small mod is to make Arcade a bit harder.
HARD is slightly tuned and VERY HARD is now at max difficulty from the first fight.

This is amazing, a necessary mod that fixes the long-lasting great problem of arcade mode having the CPU turned off for most matches on Very Hard, now every match is relevant and a learning opportunity. Thank you!
