I posted this over at GameFAQS VF5 PS3 forum but I can't get a response from anyone.

What does the game mean by saying press (whatever buttons), then (some more buttons) during guard or hit. I'm confused as to what it means by during guard or hit. Do I have to be being hit or guarding? When do I do these moves to execute them?

Some attacks and hit-throws require a special timing. This timing is essentially when the preceeding attack makes contact with the opponent. The "makes contact" depends on the actual move in question, and could be either on guard, hit or counter hit.

For example Wolf's Toe Kick Stunner is /forums/images/%%GRAEMLIN_URL%%/b.gif/forums/images/%%GRAEMLIN_URL%%/k.gif+/forums/images/%%GRAEMLIN_URL%%/g.gif (hit) /forums/images/%%GRAEMLIN_URL%%/p.gif+/forums/images/%%GRAEMLIN_URL%%/g.gif. The /forums/images/%%GRAEMLIN_URL%%/p.gif+/forums/images/%%GRAEMLIN_URL%%/g.gif must be input the moment when the /forums/images/%%GRAEMLIN_URL%%/b.gif/forums/images/%%GRAEMLIN_URL%%/k.gif+/forums/images/%%GRAEMLIN_URL%%/g.gif hits the opponent.

To be more specific. The move I am talking about is Akria's Mouko Kouhazan~Kakuda Chouchu. /forums/images/%%GRAEMLIN_URL%%/d_.gif /forums/images/%%GRAEMLIN_URL%%/f.gif /forums/images/%%GRAEMLIN_URL%%/p.gif, then /forums/images/%%GRAEMLIN_URL%%/p.gif during guard or hit. So I have to time the /forums/images/%%GRAEMLIN_URL%%/p.gif as the move hits? That sounds really hard but I guess I will start practicing...

    that's what it means yes.

Yes, it means you need good timing. But, it also means you can't do the followup P, if the first attack completely misses your opponent. So, it doesn't matter how good you're timing is... if you just whiff the move, the followup will be impossible. So "during guard or hit" is a technical requirement in that sense, not just a timing implication.
