Goh's guarnanteed hit?

How do i hit my opponent from a guaranteed hit situation, or should i say, how do i get into a guaranteed hit situation?

 

Usually you block a move that has over 11 frames of recovery. That will give Goh a guaranteed Jab. There are other situations that'll give you guaranteed hits such as in combos. It's best to understand the concept of frames and you can figure things out from there.
