There are probably many ways. I can tell you the basics.

You should use some kind of digital video capture device - either a video card with external input ports (s-video, etc) or a DV camera with input ports.

You then use the PS2 to play the replay and capture it with your card or camera. Now you have to get the video on to your hard drive (if you have a capture card, it's already there - if you have a DV camera you send it to your hard drive with, say, firewire or USB). Now you edit and compress the video with editing software (I know almost nothing about this part - but there are threads on this board that cover it). You basically make the file as small as possible without losing too much image quality.

Finally you need a place to post your video - which you should have to pay for some way or another. Your ISP probably offers webspace free with your monthly fee - but it's probably not very much space.

    Good luck.

PS: what plague said, but some other advice if you're planning on going out and spending money -

I see two major brands of capture devices (and I think they're merging) at places like circuit city and best buy. The brands are Dazzle and Pinnacle. Pinnacle has a good reputation and you probably should go with it. I had a dazzle capture device work great for me for a while, then it got a retarded problem that seems unfixable. I think the hardware is fine, it's the shitty "moviestar" software that runs with it. In any case, I've had a bad experience with dazzle so I recommend pinnacle.

Capture devices like this are around 200 bucks and can capture from the PS2 and (with the right model) your TV set.

A nice video card that handles capture is cool because you get both capture ability and the added bonus of nicer graphics in 3D games that require powerful hardware (think doom3). I've heard good things about the ATI all-in-wonder.
