If you want to make icons that animate, you need to make all the separate frames of animation, then use a program to turn them into an animated gif - I use something called 'animagic', it works pretty well.

If you want to get your animation from video games, you can use an video game emulator to play the game, then pause it and use screenshots to make the frames of animation - some game emulators have utilities to make this easier, like Winkawak's shot factory.
An example I whipped up from winkawaks, playing Xmen vs. Street Fighter:
