Lei Fei's missing throw or reversal?

I'm watching the AOU 2001 VF4 preview trailer (the one where Pai and Lau block each other's punches at the end) and Lei Fei has this throw (or reversal, not sure which) where he grabs the opponent's arm, kicks him twice in the face before swinging his other leg over the opponent's arm and kicking his face again with his heel. Possibly the coolest looking throw around.

Can't seem to find this throw on the VF4 test machine at SVGL though. I went through all the throw commands listed on the official movelist... no dice. It's not the high punch reversal or independent stance autoreversal either... =/

Lei Fei is a flowchart demon, btw! I heard there is a Japanese website detailing all the move sequences from stance to stance... anyone know where I can find this...?
