Location of hero ranked ais in vf 4 evo (PAL)

I don't know if this is just me going crazy, but almost everytime I load quest mode and look at rank distributions in the various arcades, ais with the Hero rank ( I think there are only three) appear to move between arcades some how.I found them in the last three arcades a number of times and it seems they alternate between only these three.Has anyone else experienced this or knows exactly what is going on?

 

Same thing to me!The Hero is Akira with all Orbs to me.

 

Heros just come and go where ever they want. They are Akio,Shigeo (Akira) and Makunouchi (Lion).
If you can defeat Hero while on guardian, you are automatically promoted to hero. Orbs cannot be achieved from these opponents.

 

Thanks for your posts guys but I have beaten 100% of the players...my first post is quite old now, though Heros do still alter around the last few arcades and yes thers only three of them...I made a list of them on another thread.
