Just from my observations. If your hit with an attack that sends you spinning, you can't qr, right?

Yes u can.
The problem is are u able to recognised which attacks can be QR/TR.
You can QR/TR away from the twisting animation, but the timing is more exact.
Also, I've been under the impression if you MC with an attack that sends someone twisting thru the air that they cannot QR/TR. I've got to test this in free training. You can set the CPU so that it takes normal hits or causes the hit to be a major counter and also to always get up with quick rise or tech roll (in or out of screen too) I'll post back here after I test it if no one else does beforehand...
Using the always get up with QR/TR option really shows you the limitations of some float combos, but it also lets you try and figure out how to take advantage of the character getting up... i.e. like Lei's huge combo that has been discussed before.
