Sega Arena (Coast)

I've spent hours trying to beat everyone in the beginner's arcade, and I thought I beat everyone because I don't see any new faces. The rival list, however, says I only have 97.7% beaten, with three unknown slots of people I haven't beaten yet. All three are ranked the same or above where the 10th Dans are ranked. Do I have to meet certain conditions to fight them, or am I just unlucky on not finding them? P.S.- I backed in and out from the arcade for 20 minutes straight, and still didn't see them.

 

move on2 other arcades. U will come accross these guys in tournaments held at that arcade...

 

I ended up facing them after I beat the World Tournament Finals and got the Quest Mode Complete achievement. Just keep fighting until you end up unlocking the last official tourney. Then beat that, and go back to the arcade and they'll appear eventually.
