    Akai, the parry system in SFIII requires both the things you mention. And that's what makes it great. You can depend on it all the time. Here's a good example- I jump at my opponent, and instead of kicking or punching at him/her(I assume they're going to parry)I don't, I land and go for the throw. But, if my opponent knows I'm going to do a non-attack jump, he/her will do a anti-air attack, or a crouching one instead( To mess up their timing if they inputted a parry command in the air)And the red-parry was great to calm down aggressive players as well.

    Just in case you don't know what's a red-parry. Here's a example. Yun, has a chain combo(LP-LK-SP)So, while you blocking the first two hits from the chain, you press forward to parry the last attack. Very similar to a Alpha Counter.
