Thanks to THCgamer420 in xbox.xom who got this bit of info from the Bradygames guide:
    <div class="ubbcode-block"><div class="ubbcode-header">Quote:</div><div class="ubbcode-body">successful evasion

a successful evasion takes 21 frames to complete. on the PS3 version, if the enemy successfully evades a very brief move of yours, like standing/crouching P, they may still be engaged in their successful evasion as your attack recovers. youll be able to attack first, and nothing done during a successful evasion can stop a throw.

so, a throw attempted at the earlier possible moment after your brief attack is evaded will sometimes result in a 0-frame throw. on the xbox 360 version this is not the case, as attack escapes are granted a brief window of invlunerability to 0-frame throws.

the strategy guide doesnt state this but im guessing this might be a version c gameplay change to further balance the game</div></div>

    Comments?

ps. I apologize if this has been posted somewhere already.

I don't know that I understood it correctly. However a sitution like this happened to me while playing with my friend:

I did LP with Wolf, he dodged it, I followed with a throw, and even though he probably tried to attack, my throw came out as a 0f throw.
Now, if the situation you are describing is going to prevent something like that from happening, then I am glad. Even though it's MY 0f throw, it is still quite unfair :p

I could go either way with regards to how this affects game play, but it will hurt my game more, as I'm often the one doing P-throw or low punch-throw... <shrug> :p

Maybe Wolf or Jeff players that like to low punch-throw would be more upset.

Correct. The very first paragraph of Version C Revision

Example of where 0-frame throw occurs in Version B, but should not in Version C -

    1. Player A Low Punch blocked by Player B. (Player A at -5)
    2. Player A successfully evades Player B Standing Punch (Player A at +10)
    3. Player A and Player B both tries to throw. Player A throw comes out as a 12-frame throw. Player B throw comes out as 0-frame throw.

In Version C, Player B throw comes out as a 12 frame throw.
