As far as I'm concerned, all the English-speaking characters are American.
I think the only one with an accent would be El Blaze? The rest are just plain American. Why couldn't Sega hire some native voice talents for every character? Those stupid taunts would be A LOT less cheesy in other languages and accents.

What's with an Italian kickboxer in the first place? That country has no proper fighter's tradition. Brad should've been German, Dutch, Swiss or Swedish or something. France has a very large traditional fighting sports community so Lion isn't that strange, but them now getting a second fighter while ignoring the rest of Europe? I think that AM2 is very watchful in terms of creating new characters & the characters up until now are carefully selected. You can see how many characters (with Tekken 6) the Tekken series has presented over the past years, and how many characters (with VF5R) the VF series has presented...

 

Yes I am.
It's true that a name itself does not define nationality but it does define your origins. In real life a Brad Burns can be born in Italy and have the nationality but not the origins. In creating a character for a game I don't think it is a good idea to have this kind of confusion.
