When your opp. is face down and you double claw (d+P+G) sling them, what are the properties that control how far they're being whipped ?

Say in a classic setup : HCB+P+G, P+G, TT (F/B,G), d+P+G -> Wolf is facing opponents back
- The distance the opponent is whipped away from Wolf is variable. Sometimes it was far, sometimes close. I used to think it was weight dependent, but after testing on Jeff ( with the previous setup ) I would get varied results. Is it simply a matter of how much the opponent has struggled that controls the distance of the whip ?
