    [2][P]
    [1][P][K]
    [7][K]+[G]
    [9][K]+[G]
    [1][K]

Moves I presume do but haven't bothered testing
    [4][4][P]
    [4][4][K]
    [8][K]+[G]

Moves that leave you backturned shouldn't clash, and neither should lows that put you into crouching. As far as jumping moves, they won't clash sometimes but other times they will. For instance, I think that Brad's [6][6][K] will clash with a throw even though he is in a jumping animation. It can be deceiving, but if Jacky's [8][K][+][G] can avoid low strikes it probably won't clash either.

Any specific criteria or is it arbitrary?

Depends on which frames the character is considered airborne, crouching, or backturned. Just because an attack does those things, doesn't mean that it wont clash.

I can give example: Sarahs [8][K]+[G] is a jumping move and clashes (because her foot is still on the ground when throw goes active). Im gonna test the jacky moves in a moment.

tested at -6 after blocked [IMG][3][P] Im gonna test with some more recovery now..
[9][K]+[G] clashes (Jeneric was wrong! whoa!)
    [8][K]+[G] clashes
    [1][P][K] doesnt
    [4][4][P] doesnt
    [4][4][K] doesnt
    [1][K] doesnt
    [2][K]+[G] clashes
    [7][K]+[G] doesnt

Edit: tested at -8 after blocked [4][6][K]
    [4][4][K] doesnt
    [7][K]+[G] doesnt
    [1][P][K] doesnt
    [1][K] doesnt
    [4][4][P] clashes

Then theres the low punch that never clashes on any character.

Thanks, that was very informative. I didn't know that [9][K][+][G] clashed. Good to know.

Note: at -6 you can use [3][P][P][P] (or any of the P strings) as throwtrap. They dont clash as they are too fast for the clashing formula. On bigger disadvantage even punches start clashing. This is why [4][4][P] clashes at -8 but not -6.
