Sorry Shang, but asking @Combolammas for SM3 mention was not fair, and calling this draw because he failed to do so as well.
Why?

As you can see, the target for Shenmue 3 campaingn that was needed to be rised was at least $2 million in order for the project to be a success. Given how your "riddle" was formulated, it is clear it was NOT talking about the REAL SM3 campaign but about whatever campaign you dream of.
And as it is fictional, it may be SM3 as much as it may be Daytona USA 2020, some new project - or even VF6. Who knows? It is not mentioned by you and it is not any real campaign that exists in this world...

... ok now send me to hell because of whatever reason you will come with, but in my book this is fail in terms of proper versus expected answer.
